Bundled Discount Scheme (1 Sep 2005 to 31 Aug 2006)
How do I qualify for the scheme?
You should check with your registrar on the specific procedures and terms & conditions (e.g. rebate method, timing of registrations, etc.). SGNIC will charge a registrar the wholesale price of one domain name if the same registrar registers a 3rd -level name (except for .per.sg and .gov.sg names) and any 2nd -level name and the two names are registered:
(a) by the same registrant and
(b) within the same calendar month.

How long will it last?
The scheme which started on 1 September 2005 will end on 31 August 2006.

Yes, all seven SGNIC registrars below are participating in the scheme:

How will the discount for the bundled registrations be given to me?
Please approach your registrar for more details as each registrar's method of incorporating the discount into your registration may be different.

Do I have to pay to renew the 2 nd level domain name?
Yes, because this scheme applies to the first year registration fee only.

Can I register a name in any 3 rd -level category and bundle it with a matching 2 nd -level name?
Except for .per.sg and .gov.sg names, all 3 rd -level name categories (i.e. com.sg, org.sg, net.sg and edu.sg names) can be bundled to qualify for the Enhanced Bundled Discount Scheme.

Can I select two-year terms for both my registrations of the 2nd -level and 3rd -level names?
Yes. However, the discount will be applicable for the first year registration of the 2nd -level name only.

Will I be eligible for the scheme if my chosen name is taken up at either the 2nd or 3rd -level?
If your chosen name is already taken up by another registrant at either the 2nd or 3rd level, your registration will not be considered a bundled registration and will not qualify for the scheme.

Will I be eligible for the scheme if I:
(a) already have an existing 2nd or 3rd level name before the start of the scheme;
(b) register for a 2nd or 3rd level name in month A of the scheme and intend to register for the matching 3rd or 2nd level name in month B of the scheme; or
(c) register for a 2nd or 3rd level name on different days of the same calendar month during the six month period?
(a) & (b) does not fall under SGNIC's Bundled Discount Scheme. For (c), it is best you check with the registrar concerned as to whether and how the discount applies.

Will I be able to transfer my domain name to
(a) a different registrant;
(b) a different registrar?
Yes, the current SGNIC guidelines for transfers in (a) & (b) prevail. However, you should check with your registrar on the specific procedures and terms and conditions governing the transfers.
For a registrant transfer in (a) before the 15 th of the following month, both names have to be transferred to the same registrant.
Registrar transfers can only take place after the 14 th day of a domain name registration. For registrar transfers before the 15 th of the following month, the losing registrar will first have to obtain approval for the transfer from SGNIC (within 3 working days).
Revised Registrar Accreditation Scheme (wef 1 Oct 2005)
What are the changes made in the registrar accreditation scheme?
Under the revised scheme, the S$70,000 performance bond requirement will be removed and for some applicants, reduced by more than 50%. Instead, other administrative measures will be introduced to evaluate the suitability of applicants. They are:
- At least six months prior experience in domain name registration business;
- Ability to maintain a minimum of 500 new domain name registrations per year to remain accredited;
- S$30,000 performance bond in the form of a banker's guarantee for companies which are not able to produce two years of audited statements showing a minimum working capital of S$50,000; or for companies, which in SGNIC's assessment, have yet to prove their credibility and competency;
- Higher application fee and annual accreditation fee from S$500 to S$1,000 and from S$1,000 to S$1,500 respectively to reflect SGNIC's evaluation activities in accreditation process.

Why is there a need to modify the registrar accreditation scheme?
The prime objective of modifying the accreditation scheme is to introduce more competition in the domain name registration services by lowering the barriers of entries. With this revision, SGNIC seeks to balance the need for a more liberalised accreditation framework while ensuring that only credible companies are accredited so as to provide good and efficient services to end-users.

Why is there a need to impose S$30,000 performance bond on companies which are not able to produce two years of audited statements?
SGNIC will not deny companies which have all the necessary expertise and innovative business plans but lack track records the opportunity to become our registrars. The S$30,000 performance bond serves both as an assurance and indication of the company's financial backing and interest in becoming SGNIC's registrar.

What is the rationale for requiring applicants to have at least 6 months continuous experience in domain name registration business?
The requirement is to ensure that the applicants have the necessary technical, operational and business knowledge to work effectively with SGNIC and eventually providing good and efficient services to end-users.
